Brief Description of Issue:

So I can't open steam. I click on it to run and it starts doing a platform update. It gets to 99% then comes up with this 'ERROR: Could not open file vstdlib_s.dll'. Steam doesn't pop up after that and everytime i go to start it, it comes up with that error.

You don't happen to be using Avast as your anti-virus, are you?

Disable it. Try again. ;)

You should put an exception into Avast for Steam. I believe it is something along the lines of Real-time Shields >> File System Shield >> Expert Settings >> Exclusions >> add the Steam folder.

Only really heard of this problem from Avast users. It seems to believe that certain components to Steam are malicious.
