I had that same issue, I actually fixed it by launching Mass Effect 2 through Steam. It then installed some various things and allowed Mass Effect 1 to launch. Apparently Mass Effect 1 doesn't install all the required files to launch. If you don't have ME2 through Steam, then I have no idea.

It seems to be a problem with steam not correctly installing the files or compatibility issues. Alot of people are having the same issue as you but each person is getting a different solution to the fix so let's start with the easy to do ones.

1. Verify integrity of game cache by going to properties and clicking the tab "Local Files" it should be there

2. Try running Steam as an administrator

If both don't work then try this:

Go to your Steam folder located at Program files. From there you want to go to steamapps --> common --> mass effect. Now that you're here, right click Luancher.exe --> Properties --> compatibility and Run it as administrator and XP SP2. Do the same for MassEffectLauncher.exe. Now you go to Binaries which is located at the same folder as the previous .exe's (Program Files --> Steam --> steamapps --> common --> mass effect). And while you're there you must do the same thing for the exe files as you did for exe files in your mass effect folder.

If none of these work:

What kind of OS are you running and what is your computer specs?

You can get your computer specs by pressing "Windows Key + R" and then typing "dxdiag" in the box.

Is the problem isolated to Mass Effect 1? Do any other games fail to load? If so, which ones?

As always when a game fails to load, check the status of your drivers. If any need updating, update them. If any critical drivers are disabled (graphics drivers, display drivers, etc), enable them.

Your drivers can be managed easily through the device manager.
