Sanchez, lets get the basics:

What is the video card brand and model?

What is the driver version currently being used?

What games are you seeing the drops in mainly?

Do you have and antivirus/antispam software running in the background?

Have you recently installed any new software/games?

Have you recently changed any hardware on our computer (Processor, added memory, etc)?

Have you tested your graphics card with programs such as 3D Mark or Heaven's Mark? If so, what were the results?

Have you tested your ISP/contacted them for any internet related issues?

When is the last time you flashed your routers bios?

When is the last time you updated drivers for your computer hardware(no video card) including Windows updates?

I realize these are a lot of questions but any one or combination could contribute to your problem. I will look into this issue while you answer the questions.

Check your background processes, not just programs. Most likely it's some process taking up a lot of CPU. Antivirus stuff tends to do that a lot as well. If you go to your search in the start menu and type msconfig, you can see which process start with your comp. You could try to minimize the amount that starts when you boot up. Let us know if you find anything.
