I received a message from Guv'nor |HG about this player, he said that the player was using a no recoil. After watching and recording, I found out that the player was indeed using it and issued this ban. Afterwards, I noticed that this player had been already permabanned for Anti Recoil by McDowell on Feb 12, 2016, but was unbanned due to insufficient evidence (after posting an unban request).
